During his recent red carpet outing, Vicky Kaushal confessed that he is not a very fashion-forward person and it takes an army of people to style him for an event, adding that Kaif is like a ‘subedar (a military rank)’ of that army.

Appearing at a fashion event’s red carpet, Kaushal candidly confessed, “I’m a really fashion-handicapped person. I rely on an army to make me look a little presentable.”

When asked if his wife has ever asked him to change an outfit she didn’t find stylish, the ‘Bad Newz’ actor replied, “Yeah of course she’s like the prefect of that army, she’s like the subedar of that army.”

During the same conversation, Kaushal shared that his favourite dish in the entire world is aloo paratha with butter and pickle, and he has even made Kaif fall for it, in exchange for her pancakes.

Kurram clashes claim 14 more lives, as tally reaches 114

KURRAM: At least 14 more dead, 13 others sustained injuries as the clashes continue in Kurram, Khyber Pakhtunkhwa, ARY News reported.

As per details, the Assistant Deputy Commissioner stated that the ongoing clashes started last night where both sides are using heavy weapons against each other.

The recent clashes came after Khyber Pakhtunkhwa Chief Minister’s Information and Public Relations Adviser Barrister Dr Saif claimed that the warring tribes have agreed on a 7-day ceasefire and the release of hostages in the Kurram District, after days of violence.

Speaking to ARY News he said that the official Jirga returned to Peshawar following the conclusion of a two-day visit to Kurram.

On November 24, at least 12 more lost live in clashes between two groups in Kurram.

According to police reports, the clashes occurred in the villages of Kalu Kunj, Badshah Kot, and Bagan Bazar in Lower Kurram, where armed individuals set fire to several houses, leaving many innocent women, children, and elderly people dead.

In separate clashes in Lower Kurram, the death toll reached 45, when a passenger van came under firing.

The incident occurred in Lower Kurram where vehicles coming to and from Peshawar and Kurram came under fire resulting in the death of 38 on the spot and several injured in critical condition initially.

The spokesperson of DPO Kurram stated that the Deputy Commissioner and DPO have reached the spot of incident. The SHO Yar Muhammad said the injured were rushed to a nearby hospital.

In a new podcast interview, actor Chunky Panday’s daughter Ananya highlighted the pros and cons of being labelled as a ‘star kid’, when a young actor from a film family joins the industry.

While Ananya admitted the privilege of having an actor in the family, as one gets to learn a lot from the person living and breathing around you, she is not too happy with people using this term to ‘insult’ the kids of celebrities, as it can turn them against their own family members.

“People make you ashamed of where you come from, being a star kid,” she said about the cons. “I don’t want to be ashamed of my father because he has done so much coming from a family of doctors. He became an actor and created a legacy for himself.”

“People remember him and love his work, so I don’t want to dissociate with him. I don’t want to be not known as his daughter,” explained the ‘Call Me Bae’ star.

She continued, “I think that the bad part is that people have made it a bad word. And I don’t think it’s a bad word. People have made you more aware. Like when they’re watching something on the screen and be like, ‘Arey, ye iski beti hai (Oh, she’s this star’s daughter).’ It’s just become very divided, like ye insider hai, ye outsider (this one’s an insider, that one an outsider).”

“They’ve made this star kid term an insult which I don’t think is nice,” she concluded.

The internet has been abuzz with the claims of huge pay disparity between the two stars of ‘Wicked’, since a TikTok video recently claimed that Ariana Grande was paid $15 million to essay the role of Glinda, whereas, Cynthia Erivo, who essays green-skinned Wicked Witch of the West Elphaba in the title, received a paycheck of $1 million.

However, the makers have now denied the ‘false’ claims in a new statement.

“Reports of pay disparity between Cynthia and Ariana are completely false and based on internet fodder. The women received equal pay for their work on Wicked,” read the statement.

Moreover, sources close to the production also confirmed that both actors were compensated equally for their lead roles in the musical.

Besides Erivo and Grande, the title also stars Michelle Yeoh, Jeff Goldblum, Jonathan Bailey, Ethan Slater, Bronwyn James and Peter Dinklage.

The first of the two-part ‘Wicked’ series by director Jon M.Chu hit the theatres last week, clashing with the action epic ‘Gladiator II’. The two films, dubbed ‘Glicked’ by fans, brought in a total of  $270 million at the global Box Office on the opening weekend.

‘Wicked Part Two’ is set for November 2025 release.

Asia to benefit from cheaper Canadian oil if Trump imposes tariffs

Oil producers in Canada and Mexico will likely be forced to reduce prices and divert supply to Asia if U.S. President-elect Donald Trump imposes 25% import tariffs on crude imports from the two countries, traders and analysts said.

Two sources familiar with Trump’s plan told Reuters that oil would not be exempted from potential tariff hikes on imports from Canada and Mexico, despite the U.S. oil industry’s warnings that the policy could hurt consumers, industry and national security.

Canada and Mexico are the top two petroleum exporters to the United States, contributing 52% and 11% of its gross imports, respectively, data from the U.S. Energy Information Administration showed.

The United States accounts for 61% of waterborne flows from Canada, and 56% from Mexico, ship tracking data from Kpler showed.

Canadian waterborne crude exports have jumped 65% to about 530,000 barrels per day (bpd) in 2024, the data showed, after the opening of the expanded Trans-Mountain pipeline increased shipments to the U.S. and Asia.

“The Canadian producers, if they face export constraints, if they’re not able to re-route their barrels that previously were exported to U.S. to other markets, may face deeper discounts and may also suffer some revenue losses,” Daan Struyven, co-head of global commodities research at Goldman Sachs said.

Canada and Mexico export mainly heavy high-sulphur crude that is processed by complex refineries in the U.S. and most of Asia.

“The impact is all on the heavy grades. What are the U.S. refiners going to do? Even Saudi Arabian Heavy crude is limited,” a Singapore-based trader said, adding that some U.S. refiners can only receive crude via pipelines, limiting their options for imports.

“Either the producer or the refiner will have to absorb the tariffs,” he said, adding that Canadian producers will have to discount their oil more to attract demand from Asian refiners and cover long-distance shipping costs.

Refining sources in Asia and analysts said they expect to see more Canadian and Mexican oil heading to Asia if Trump imposes the tariffs.

“We are likely to see quite some volume going to China and India, where refiners’ configurations are able to refine the crude,” said LSEG analyst Anh Pham.

TMX exports to Asia have risen in recent months as Asian refiners led by Chinese processors test the new grades. However, Mexican exports are down 21% to about 860,000 bpd this year.

European refiners are less likely to pounce on cheaper Mexican and Canadian cargoes, Energy Aspects analyst Christopher Haines told Reuters.

Tariffs on Mexico “would potentially free up some crude for Spanish refiners that take Maya, but Asia could easily absorb any volumes not sold into the U.S. Gulf, so there will be competition,” he said, adding that European refiners typically don’t import much Canadian crude.

Exports of Mexican crude to Europe have averaged around 191,000 bpd so far this year, 81% of which was delivered to Spain, according to Kpler. Canadian flows are lower at 85,000 bpd.

Still, some traders and Goldman Sachs analysts remain sceptical that Trump would actually impose the tariffs, which he has previously used as a negotiating tool, as doing so would drive inflation for U.S. consumers and refiners.

An engineer has uncovered a message contained within a 132-year-old bottle while inspecting a 209-year-old lighthouse in Scotland.

According to details, Ross Russell, a mechanical engineer with the Northern Lighthouse Board, discovered the bottle while removing panels from a cupboard at Corsewall Lighthouse, situated at the northern tip of the Rhins of Galloway.

Upon finding the bottle concealed within the wall, Russell and his team employed a rope and a broom handle to extract it. They opened the bottle in the presence of the current lighthouse keeper, Barry Miller.

The cork was firmly lodged and required careful extraction using a drill, according to the team.

Miller humorously remarked to media, “We all swore ourselves to silence if it was a treasure map.”

The note, dated September 4, 1892, contained the names of three engineers who had installed the light at the top of the 100-foot lighthouse, along with the names of three lighthouse keepers.

Miller expressed his excitement to media, stating, “It was so thrilling; it felt like meeting our colleagues from the past. It was as if they were present with us.” He added, “It was like connecting with them. Instead of just the four of us, we were all there sharing what they had written, as it was tangible, and the style of their handwriting was visible.”

He noted, “You could appreciate their efforts. They had hidden it in a location where it would remain undiscovered for a very long time.”

The note reads: “This lantern was erected by James Wells Engineer, John Westwood Millwright, James Brodie Engineer, David Scott Labourer, of the firm of James Milne & Son Engineers, Milton House Works, Edinburgh, during the months from May to September and relighted on Thursday night 15th Sept 1892.”

Russell mentioned that he and his team would return the bottle to its original hiding place, along with a message of their own.

TAXILA: Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan has been booked in another case at Taxila police station following the death of a police constable and injuries to others during a violent confrontation near the Hakla Interchange.

The FIR, lodged on behalf of the police, names PTI founder Imran Khan, Ali Amin Gandapur, Salar Khan Kakar, and Shahid Khattak, among others.

The FIR includes charges under 14 sections of law, including anti-terrorism clauses. According to the text, the attackers were armed with tear gas guns, rubber bullet weapons, and other arms.

The accused allegedly assaulted the police with batons, rods, and stones, scattering the law enforcement officers.

The report also mentions that the attackers injured Constable Mubashir and abducted him in a red van. Later, Mubashir was found abandoned under the Hakla Bridge and succumbed to his injuries despite being shifted to the hospital.

Additionally, Constables Adnan, Riasat, and Naeem sustained injuries during the assault.

The FIR emphasizes that the attack was part of a premeditated criminal conspiracy led by the Imran Khan and other PTI leadership.

PTI caravans have reached Islamabad after removing the containers and other hurdles on the route. Earlier security sources said three Rangers personnel were crushed to death by a vehicle at Sri Nagar highway during PTI protest.

On Monday, Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan and over 40 party workers were booked in fresh case under terrorism and vandalism charges in Faisalabad.

As per details, a case has been registered at Ghulam Mehmoodabad Police Station in Faisalabad against the PTI founder and 45 workers.

FIR filed on the complaint of Sub-Inspector Ashfaq includes 13 charges, including terrorism, vandalism, and damaging public property.

Israel’s security cabinet was due to meet Tuesday to vote on a proposed ceasefire in its war with Hezbollah in Lebanon, an official said, while the White House voiced optimism that a deal was close.

The United States, European Union and United Nations have pushed in recent days for a truce in the long-running hostilities between Israel and Hezbollah, which escalated into full-scale war in late September.

As truce talks intensified, Lebanon’s health ministry said Israeli strikes killed at least 31 people on Monday, mostly in the south.

An Israeli official, speaking on condition of anonymity, said the security cabinet “will decide on Tuesday evening on the ceasefire deal”.

US National Security Council spokesman John Kirby said the talks were progressing but not finalised.

“We believe we’ve reached this point where we’re close,” he said, adding “we’re not there yet”.

While Israel presses its war in Gaza, the United States and France have led efforts to broker a ceasefire in Lebanon, where Israel is battling Hezbollah on a second front.

France reported “significant progress” in ceasefire talks, and Italy, which holds the rotating presidency of the G7 group of nations, expressed “optimism” over a truce in Lebanon.

US news outlet Axios reported the draft agreement includes a 60-day transition period.

Israeli forces would withdraw, the Lebanese army would redeploy near the border, and Hezbollah would move heavy weapons north of the Litani River, said Axios.

A US-led committee would oversee implementation, with provisions allowing Israel to act against imminent threats if Lebanese forces fail to intervene, it added.

News of the security cabinet meeting came as the Israeli military said it carried out a wave of strikes on Monday, including on Beirut’s southern suburbs, a Hezbollah stronghold that Israel has repeatedly bombed since late September when it escalated its air campaign in Lebanon.

The latest strikes hit around two dozen Hezbollah targets across Lebanon in one hour, the military said.

The strikes followed intense Hezbollah fire over the weekend, including some attacks deep into Israel.

BANGKOK: Thirty-nine foreigners have fled an online scam centre in Myanmar across the border to Thailand, where officials are working to identify potential trafficking victims, police told AFP on Monday.

Scam compounds have mushroomed in Myanmar’s borderlands and are staffed by foreigners who are often trafficked and forced to work, swindling their compatriots in an industry analysts say is worth billions.

The group from Sri Lanka, Nepal, Malaysia and Russia crossed into Thailand’s Tak province, according to the police chief in the city of Mae Sot.

They had fled from Myawaddy just across the border, Colonel Pittayakorn Petcharat told AFP.

Myawaddy is controlled by a military-aligned militia and is a hotbed of drug production and online scam outfits, according to observers.

Sri Lanka’s embassy in Bangkok had asked Thai authorities for help after it was informed that 32 of its citizens were trapped in Myanmar, said Petcharat.

Five Nepalis, one Malaysian and one Russian were also in the group that escaped and arrived in Thailand.

The group crossed into Thailand on Sunday night, said a member of the security forces in Mae Sot, who asked for anonymity to talk to the media.

Immigration officials were working to identify potential victims of human trafficking, Petcharat said.

Thai local media reported the group had responded to adverts on social media promising well-paid work but were then subjected to grueling conditions in a scam centre.

Some of the Sri Lankan workers later successfully contacted the embassy.

Myanmar’s northern border with China was previously a hotbed for online scam centres, often run by militias aligned with the ruling junta.

But a sweeping offensive by an alliance of ethnic rebels last year cleared many of the scam centres out.

More than 40,000 people suspected of taking part in cyber scams in Myanmar were handed over to China in 2023, Beijing state media said this year.

Local Myanmar media have reported that scam bosses who escaped the offensive have since set up shop further south along the border with Thailand.

This internal power struggle has stalled the convoy’s departure from Peshawar, further complicating PTI’s plans amid nationwide protests.

In response to the Pakistan Tehreek-e-Insaf (PTI) protest in Islamabad, authorities have completely sealed the entry and exit points of the twin cities, Rawalpindi and Islamabad.

Police conducted raids throughout the night to detain PTI workers, resulting in the arrest of over 170 activists from various areas. Prisoner transport buses have been brought into the city to manage detainees.

LAHORE: The Pakistan Cricket Board (PCB) has announced the appointment of Sumair Ahmad, Chief Operating Officer of the PCB, as the Tournament Director for the ICC Champions Trophy 2025, scheduled to take place in Pakistan, ARY News reported.

Commenting on the appointment, PCB chief Mohsin Naqvi said that “Sumair is an exceptionally organised professional with a wealth of administrative expertise. Coupled with his unwavering passion for cricket, I am confident he will deliver an unforgettable ICC Champions Trophy 2025 for players, officials and fans alike.”

“The ICC Champions Trophy 2025 promises to showcase Pakistan’s ability to host world-class cricketing events, welcoming players and fans from around the globe to experience the country’s passion for the game and renowned hospitality”, he added

Earlier this month, the BCCI conveyed to the International Cricket Council (ICC) that it will not send its team for the event, scheduled in Pakistan in the February-March window in 2025.

Later, reports said that the Pakistan Cricket Board (PCB), on the directives from the government, wrote to the ICC in which it rejected a hybrid model for the tournament.

In its letter, the PCB also sought clarification on BCCI’s refusal to tour Pakistan, leading the ICC to ask for India’s reasons for refusing to Pakistan for the Champions Trophy.

Meanwhile, reports said that the broadcasters urged the ICC to immediately release the schedule for the Champions Trophy 2025.

The schedule was set to be released on November 12 but was delayed as the Indian government refused to send its team to Pakistan for the event.

It is worth mentioning here that the broadcasting rights, awarded to broadcasters until 2027 for a record $3 billion, hinge largely on the popularity of marquee matches, particularly between Pakistan and India, which consistently draw the highest viewership.

The early release of the schedule would aid broadcasters in maximizing their promotional and commercial planning for these high-stakes events.

PPP suggests election of PAC chair by members until final decision

ISLAMABAD: Government ally People’s Party has formally suggested election of the Public Accounts Committee’s (PAC) chairman by members until the matter decided.

PPP Senator Saleem Mandviwalla has written a letter to NA Speaker Ayaz Sadiq and demanded holding a session of the PAC on a requisition of the committee’s members, parliamentary sources said.

It is pertinent to mention here that the Parliament has yet to decide about its most important public accounts committee.

The Public Accounts Committee’s 11 members have submitted a requisition for the PAC session.

The PPP has hinted at calling the PAC session itself, if the committee’s meeting not being summoned formally.

Senator Mandviwalla has requested to the Speaker for help. “The members themselves elect the head until a permanent chairman being decided,” the letter suggested.

The Speaker has again asked the PTI to suggest its list of names for the PAC chair, sources said. “The PTI is insisting to make the party’s Shaikh Waqas Akram as chairman of the public accounts committee,” sources said.

Former speaker Asad Qaiser has also held a meeting with Speaker Ayaz Sadiq over the matter.

Sources while said that the PML-N has hinted at backing the People’s Party for the PAC top seat.

Four killed as car comes under attack in Bannu

BANNU: Four individuals, including a tribal leader, were killed in an attack on car by unidentified assailants in the Jani-khel area of Bannu district, ARY News reported on Tuesday.

According to police, the vehicle was targeted by unknown assailants that claimed the lives of four and injured others including a woman and child.

The deceased were identified as Malik Shoudi Khan, Ajab Khan, and Ajmal, the police said in its initial statement. However, the identity of the deceased woman could not be ascertained, the police sources said.

On November 14, at least four dead in clashes over a property dispute in Bannu city of Khyber-Pakhtunkhwa.

As per details, the police officials stated that the incident occurred in Landhi Jalandhar area of Bannu where two groups opened fire at each other and killed four.

The police officials said that the incident occurred in Peshawar where two groups opened fire and killed five over a property dispute between two groups.

The police registered the case of the incident.

KARACHI: “Everything has been fair in love and Pakistan,” SHC Justice Zafar Rajput remarked while hearing a case against illegal construction of a plaza near Mazar-e-Quaid on Monday.

“In Pakistan’s conditions can you only believe over an advertisement,” Sindh High Court’s Justice questioned during the hearing.

Petitioner’s lawyer argued that an illegal plaza being built over a plot in Jamshed Town. “It has been a breach of the sanctity of the mausoleum of Quaid,” lawyer said.

The lawyer pleaded that advertisements have also been published for the booking in the project. The bench said, “what happens with publication of advertisements”. “Layman will consider the project as lawful after publication of these advertisements,” lawyer said.

The court summoned more arguments over maintainability of the petition and adjourned further hearing for three weeks.

Two flares land near Israeli PM Netanyahu’s home in ‘serious incident’

Two flares landed near Israeli Prime Minister Benjamin Netanyahu’s residence on Saturday in the central town of Caesarea, security services said, describing the incident as “serious”.

“Two flares landed in the courtyard outside the prime minister’s residence,” police and the Shin Bet internal security agency said in a joint statement.

“The prime minister and his family were not in the house at the time of the incident,” they added.

“An investigation has been opened. This is a serious incident and a dangerous escalation.”

Israeli President Isaac Herzog condemned the incident and warned “against an increase in violence in the public sphere.

“I have now spoken with the head of the Shin Bet and expressed the urgent need to investigate and deal with those responsible for the incident as soon as possible,” Herzog said in a post on X.

It was not immediately clear who was behind the flares.

The incident comes after a drone attack targeting the same residence on October 19, which was later claimed by the Iran-backed militant group Hezbollah.

Netanyahu at the time accused Hezbollah of attempting to assassinate him and his wife.

Since September 23, Israel has escalated its bombing of Hezbollah targets in Lebanon, later sending in ground troops after almost a year of limited, cross-border exchanges of fire begun by Hezbollah militants over the war in Gaza.

Caesarea is about 20 kilometres (12 miles) south of the Haifa city area, which Hezbollah has regularly targeted.

Two people were injured when a synagogue was hit in Haifa by a “heavy rocket barrage” from Hezbollah earlier Saturday, the Israeli military said.

Separately, the army said it had intercepted some of the “approximately 10 projectiles” that crossed from Lebanon into Israel.

Hezbollah claimed several rocket attacks on northern Israel, saying it targeted military sites including a naval base in the Haifa area.

Major update for people seeking employment in LESCO

The Lahore Electric Supply Company (LESCO) has officially ceased the practice of hiring employees and officers permanently, ARY News reported on Sunday, citing well-informed sources. 

Sources revealed that engineers who have been working for several years also will not be regularized under this new policy. Moving forward, all new recruitments will be made on a contractual basis, they added.

Furthermore, it has been decided that all benefits and allowances for LESCO officers will now be integrated into their salaries. However, employees will not be entitled to additional benefits upon retirement or resignation.

The decision has reportedly been implemented by the LESCO Board of Governors. Despite these changes, several key positions, including those for linemen, ALM, and others, remain vacant.

Separately, the Lahore Electric Supply Company (LESCO) has detected a total of 155,480 connections from where the customers were pilfering electricity in all its circles of five districts (Lahore, Sheikhupura, Nankana Sahib, Kasur and Okara) in 413 days of grand anti-power theft campaign.

A LESCO spokesman told the media here on Saturday that the company had also submitted FIR applications against electricity thieves, out of which 152,434 FIRs have been registered in respective police stations, while 43,586 accused have been arrested.

The LESCO has so far charged a total of 164,692,332 detection units worth Rs. 6,104,484,571 to all the power pilferers.

Meta Platforms intends to provide users of Instagram and Facebook with the choice to receive “less personalized ads,” the tech firm revealed this week, as part of its strategy to address the growing worries of regulators.

The company, based in Menlo Park, California, stated that it is taking these steps to meet the requests made by EU regulators.

Meta announced it will drastically lower the cost of its Subscription option to eliminate ads, and provide individuals in the EU with an alternative choice to access Facebook and Instagram for free, featuring less targeted advertisements.

“With the less personalized option, we will utilize significantly fewer data points for ad targeting, which may result in ads being less aligned with an individual’s interests. We are making these substantial changes in response to requests from EU regulators, even though these adjustments exceed what is mandated by law.”

Research indicates that users and businesses favor personalized advertisements, which foster job creation and economic growth, while granting access to free online services, as stated by Meta in a blog entry.

Smog disrupts flight operation in Punjab

LAHORE: The flight schedule has been disrupted due to smog and dense fog in Punjab, ARY News Reported on Friday.

As per details, reports indicated that 11 flights have been canceled, while 3 have landed at alternate airports.

A total of 53 flights, both domestic and international, experienced significant delays. The flight schedule indicates that PK 340 and 341 from Karachi to Faisalabad have been canceled.

Additionally, the Pakistan International Airlines (PIA) flights PK 322 and 323 from Lahore to Quetta have also been canceled. An international flight, V739 from Jeddah to Lahore, has been canceled as well.

Moreover, PIA flights PK 281 and 282 from Muscat to Sialkot have been cancelled. Four flights from Islamabad to Gilgit, PK 601, 602, 605, and 606, have also been cancelled.

Foreign Airlines flight QR 616 from Doha to Multan had to land in Islamabad and was later returned to Multan when the weather improved.

The Jeddah-Lahore flight, SV738, also landed in Islamabad. Flight PK-244 from Dammam to Sialkot has landed at Lahore airport.

Flight OD132 from Lahore to Kuala Lumpur was unable to take off until this morning where as, the Lahore-Bangkok flight TG346 also could not depart until this morning.

In the wake of smog, Punjab government earlier sealed dozens of shops, wedding halls and restaurants as authorities have intensified enforcement of early market closures at 8 p.m. to address smog issues.

According to details, 75 shops and several wedding halls sealed across Lahore for violating closing hours, while 14 restaurants were shut down for defying the ban on outdoor dining.

In Shalimar Tehsil, 9 shops and 3 restaurants were sealed for violations, while City Tehsil saw 4 shops sealed for staying open past designated hours.

In Ravi Tehsil, authorities sealed 12 shops, and in Raiwind Tehsil, 4 restaurants and 4 shops were closed for non-compliance.

Cantonment Tehsil saw 5 shops and 3 restaurants sealed, and in Saddar Tehsil, 5 shops were also shut down for breaching closing time regulations.

SC constitutional bench orders provinces to submit report on climate change measures

ISLAMABAD: A six-member constitutional bench of the Supreme Court has sought reports from the provinces on climate change measures, ARY News reported.

The bench led by Justice Aminuddin Khan began hearing a petition on environmental pollution on Thursday. The bench also included Justices Jamal Mandokhail, Muhammad Ali Mazhar, Hassan Azhar Rizvi, Naeem Akhtar Afghan, and Musarrat Hilali.

This is the first case on environmental pollution before the constitutional bench, which aims to address all related environmental issues. Justice Muhammad Ali Mazhar noted that rapid expansion of housing societies is impacting the environment, while Justice Musarrat Hilali referenced a letter from Justice Nasim Hasan Shah expressing concern over Islamabad becoming an industrial zone.

Justice Jamal Mandokhail highlighted that pollution is a nationwide issue, not limited to Islamabad. He noted that vehicular emissions are a major contributor and questioned efforts to curb them.

The SC constitutional bench has requested federal and provincial governments to submit detailed reports on their actions to reduce pollution. In response to a request from the Additional Attorney General, the hearing was adjourned for three weeks, with reports on anti-pollution measures due by then.

Justice Mandokhail remarked that the visible effects of environmental pollution, such as the dense smog in Punjab, are alarming and underscore a lack of protective measures for the environment.

“My father came across it on YouTube and was like, ‘Laiba, what is this?’ Then I had to explain to him that it was all a lie and I wasn’t even aware of where it started from,” she shared.

Pakistan: Small provinces, bigger grievances

The general elections, though a democratic transition from one political administration to another, have always brought about political upheavals in our land since 1970. We painfully witnessed the loss of our eastern wing post-1970 election, the imposition of Martial Law in 1977, a political game of musical chairs from 1988 to October 1998, and unending political turmoil from 2013 to this day.

In the meantime, we saw the judicial murder of an elected prime minister, the tragic assassination of a two-time prime minister from Sindh, and the disqualification of two elected prime ministers from Punjab. This has utterly shattered the public confidence in elections, which owes a great deal to the bare-faced extra-constitutional meddling in the electoral process by powerful state institutions.

The current situation is rapidly drifting to a climax fraught with profound consequences. The stark interference in the Election Commission of Pakistan’s conduct of elections and post-election processes by way of enacting laws specific to one political party, amending electoral laws retrospectively and attempting to bulldoze constitutional amendments to bring about fundamental structural changes in the judiciary, drastically curtailing its powers as the third state organ in an arrogant disregard of the constitutional trichotomy of power would inflict a fatal blow to the wobbling federal structure eroding the effectiveness of the Constitution as the social contract between the federation and federal unit.

We could not afford such political and constitutional adventures when Balochistan is teetering under a seething insurgency; KPK faces intense resentment in the former tribal agencies arising out of their arbitrary merger in the mainland and being compounded by an intensifying religious militancy and insurgency and an immediate no-holds-barred confrontation between the provincial administration and the federal government; the growing anger and anguish of the people of Sindh over the appropriation of their hydrocarbon resources, urban and rural lands for housing schemes and corporate farming and the pilferage of their share of irrigation waters and purported changes in the National Finance Commission (NFC).

Our misplaced priority for a strong centre has always put the country’s federal structure at greater risk. For a quarter of a century, the federal structure was hamstrung by conflicts between the country’s eastern and western wings over the division of financial resources and political and administrative positions. After the secession of East Pakistan, we continued to have rancor among the four federating units of the country owing to the same financial, political and administrative fault lines. The provincial autonomy allowed by the 1973 Constitution was circumvented by political, administrative and legal manipulations by the powerful state institutions. This has continued unabated, notwithstanding the increased quantum of provincial autonomy provided in the 18th Amendment.

Punjab has been the proverbial elephant in the room. It has all the political and administrative levers to dominate the federal structure by its larger population, the overwhelming majority in the state institutions, including the National Assembly, the federal cabinet, judiciary, the armed forces and civil bureaucracy, public sector enterprises, and corporations. The province’s dominant position in the state institutions proportionate to its population seems intractable because of a chronic lack of political will, fairness and transparency on the part of its political and bureaucratic leadership to implement the constitutional clauses, particularly Article 158, to maintain political, economic, financial, and administrative equilibrium among the federating units.

Punjab, including the three constituencies of the federal capital, has 176 representatives in the National Assembly. In contrast, the other federal constituents – Sindh, KP and Balochistan – have only 150 Members of the National Assembly. This means that any political party sweeping the Punjab can form the federal government with the most negligible dependence on any other province’s support. In any national referendum, Punjab will carry the day. For this reason, two mainstream political parties based in Punjab – Pakistan Muslim League and Pakistan Tehreek-e-Insaf – have paid very little attention to other provinces.

All over the world, the federations respect the constitutionally defined autonomy of their federating states and recognize them as the sovereign owners of the hydrocarbon, marine and land mineral resources found within their boundaries. To safeguard their rights, the upper Houses, with equal representation from the federal units, have been made more powerful than the lower Houses. The federal governments exercise jurisdiction over a limited number of subjects that normally include defence, foreign and security policy, foreign trade, Federal Reserve Bank and currency. These federations successfully withstand vicissitudes of political and economic differences. Where such institutional checks and balances are weak or non-existent, conflicts of a serious nature, including violent campaigns for secession, have invariably arisen.

Measured by this yardstick, we have a politically, financially and administratively lopsided federal structure, which even the 1973 Constitution did not correct. In Quaid’s Pakistan, we devised the formula of the division of financial resources based on territory, introducing, as a condescending act, ‘Parity,’ disregarding the bigger population of East Pakistan. After the loss of East Pakistan, the framers of the 1973 Constitution reverted to the population as the fundamental basis for the division of the central pool of financial resources. To a greater extent, this situation was corrected by the 7th NFC Award in July 2010. This NFC Award stipulated that the financial share of federating units would be increased instead of being reduced in future NFCs. For this reason, the powerful quarters have stalled the Award of the 8th NFC Award since 2015. Unfortunately, there are now audible murmurs about changing the unanimous formula of the NFC Award.

Article 158 of the 1973 Constitution gives the first right to the federal constituents over their marine and land resources, including mines, minerals, coal, oil and gas etc., discovered or produced within their boundaries. The historical record of the powerful federal governments’ exploitative management of such provincial resources paints a dismal picture in Sindh, Balochistan and KPK. The hydel and wind power stations and deposits of coal, gas and oil, gold, copper, rare earth metal (REM) and other precious minerals are located in Balochistan, Sindh and KPK.

Historically, these provinces have had very little say in exploring and exploiting these resources. Balochistan has been producing massive coal and natural gas since the 1950s. The contracts of its known large gold, copper and REM mines in Saindak and Reko Diq have fetched billions of dollars to the Federation without any financial benefit to the province.

Federal governments established Sui Southern and Sui Northern Corporations with thousands of high-salaried positions and little representation from Balochistan. Sindh, too, produces the second-largest quantity of natural gas and oil. The gas is taken in the national pool and resold to the owner provinces. A similar practice is followed in the case of hydel and wind power produced in Sindh and KPK. The latter always complains about the little quantum of the royalty paid to it.

Sindh has the largest lignite coal mines. The federal government imports coal for its few power stations at the exorbitant rate of Rs.70,000 per tonne, whereas the lignite coal produced from Tharparkar—Sindh is priced at Rs.2700. Royalties to the province are ridiculously calculated at this rate. Two 600-megawatt power stations run on this coal in Tharparkar. The power is taken through Matiari transmission lines to the national grid and resold to Sindh. What is more ironic is that Balochistan and Sindh have a coastline of 990 kilometers, and the seaports located within their boundaries continue to be treated as a federal subject, with all the economic benefits accruing to the federal government. According to economist Kaiser Bengali, China owns 90% of the shares of Gwadar Seaport. Ironically, Balochistan has had no say in the contract.

This unfair and non-transparent distribution of economic and financial resources has afflicted the federal structure since the country’s inception. This needs to be corrected instead of making administrative and political changes in the territories of the federating units and opening floodgates that could shake the foundations of the federation. Punjab has become politically unwieldy, and its dominance in the powerful state institutions needs to be drastically reduced. The South Punjab province could be carved out of it after seeking the mandate of the people of the Saraiki-speaking districts through a referendum. This would not bring about any political and administrative upheaval as in the case of Sindh.

Sindh sans Karachi and Hyderabad would be a headless torso that is unsustainable politically and economically. Dividing the province would exacerbate the undercurrents of ethnic and linguistic tensions running underneath the surface, unleashing bloody conflicts and leading to massive population displacement, as was witnessed after the enactment of the Sindhi Language Bill of July 1972. The Baloch population would have no severe reservations if the Pashtun-speaking districts of the province desired to re-join KPK, as expressed in a national referendum. The unfair, unjust and non-transparent distribution of economic resources in derogation of the constitutional clauses weakens the federations. Unfortunately, we have not reckoned this reality for the past seven decades.

PIA flight leaves behind passengers’ luggage at Jeddah airport

KARACHI: A Pakistan International Airlines (PIA) flight on Tuesday left luggage of over 60 passengers at the Jeddah airport, ARY News reported.

According to details, the PIA’s Jeddah-Karachi flight, landed at Jinnah International airport without luggage of over 60 passengers.

The passengers said they were informed about leaving their luggage behind at the Jeddah airport upon arrival at the Karachi airport.

Meanwhile, the PIA spokesperson said the luggage of the passengers was left behind due to space issue in the flight and it would be brought back in the next flight.

Earlier in 2020, more than 50 passengers were in for an unpleasant surprise upon arrival at Islamabad International Airport when they got to know the Pakistan International Airlines (PIA) flight that brought them from Sharjah to Islamabad forgotten to bring their luggage.

The PIA flight, PK-182, arrived at Islamabad airport from Sharjah without the luggage of more than 50 passengers. Upon learning about their baggage left behind at the Sharjah airport, the passengers got angry and slammed the national flag carrier’s unprofessional conduct.

However, Pakistan International Airlines officials tried to pacify them, assuring that their luggage will be brought back via the airline’s next flight from Sharjah.
