UN report highlights urgent demand for climate-friendly air con

UN climate change report

An explosion in demand for cooling systems in developing countries could worsen climate change unless sustainable solutions are prioritised, according to a United Nations report published Wednesday.

By 2050, demand for air conditioning, refrigerators and refrigerated transport will increase seven-fold in Africa and four-fold in Asia, according to the UN Environment Agency (UNEP) and the World Bank’s private sector arm IFC.

“These nations are especially vulnerable to the deadly effects of rising temperatures and are urgently in need of cooling solutions,” said IFC head Makhtar Diop in a statement.

Rising temperatures as well as increasing populations and urbanisation in many developing countries are boosting demand for cooling devices.

The cooling sector already sucks up a fifth of the world’s electricity and demand is on track to triple by 2050, with the developing world accounting for 80 percent of total demand, the report said.

A balance is needed between the impact on climate change and the vital need for refrigeration to keep vital goods such as crops and vaccines from spoiling.

“As record temperatures continue to be broken across the world, keeping cool is an essential need for both healthy communities and a healthy environment,” said Inger Andersen, executive director of UNEP, which is based in Nairobi.

“However, we must avoid creating a vicious cycle of meeting cooling demands through solutions that further heat up the planet,” she added.

UNEP and IFC, united in a “Cool Coalition” of 130 partners, stressed the need to develop sustainable and energy-efficient solutions that can halve related emissions and reduce electricity bills.

They called for the private sector to invest in a market that is expected to double to $600 billion a year by 2050 in developing countries.

They also highlighted the importance of developing so-called “passive” solutions, such as reflective materials or planting trees to provide shade.

SHC reserves verdict over SC Practice and Procedure Act amendment

SC Practice and Procedure Act amendment, SHC reserves verdict

KARACHI: The Sindh High Court reserved verdict over challenge to amendments in the Supreme Court Practice and Procedure Act with presidential ordinance, ARY News reported on Tuesday.

The court reserved decision over the petition today after arguments.

Justice Yousuf Ali Sayeed said that the court decision over the petition will be announced today.

Earlier, Ibrahim Saifuddin Advocate argued that the President of Pakistan signed on the Supreme Court Practice and Procedure Act amendment ordinance into a law on September 20.

He said the amendments legislation was not tabled in the assembly. “The Supreme Court Practice and Procedure Act was passed by the National Assembly one year ago”. “Amendment in Practice and Procedure Act has been a direct attack over the judiciary,” the lawyer said.

Justice Sayeed said that the Supreme Court has itself started implementation of the amended law and Chief Justice Qazi Faez Isa has issued a new notification.

“How could the Sindh High Court interfere in the Supreme Court’s matters?” “Justice Mansoor Ali Shah has opposed the amended law,” Ibrahim Saifuddin said.

“The Supreme Court has been divided and the high court has been authorized to hear the petition against illegally approved law under the Article 199,” the lawyer argued.

The PTI has challenged the presidential ordinance amending the Supreme Court Practice and Procedure Act. The petitioner has made the federation, secretary cabinet and secretary parliamentary affairs as respondents in the case.

China urges citizens in Israel to leave ‘as soon as possible’

Israel hezbollah, missiles exchange

China has urged its citizens in Israel to leave “as soon as possible”, as tensions between Israel and Lebanon’s Hezbollah escalate.

“Currently, the situation along the Israel-Lebanon border is extremely tense, with frequent military conflicts,” China’s embassy in Israel said in a statement on Sunday.

“The security situation in Israel remains severe, complex, and unpredictable,” the statement added.

The embassy urged Chinese citizens in Israel to “return home or relocate to safer areas as soon as possible”.

Israel and Hezbollah threatened on Sunday to escalate their cross-border attacks despite international calls for both sides to step back from the brink of all-out war.

An Israeli air strike in a densely populated Hezbollah stronghold in southern Beirut Friday killed the head of Hezbollah’s elite Radwan Force, Ibrahim Aqil.

It came after a series of coordinated communications device blasts on Tuesday and Wednesday across Lebanon that killed 39 people and wounded almost 3,000, and which were blamed on Israel.

China last month asked its citizens in Lebanon to leave after an Israeli strike in the country killed a senior Palestinian fighter.

In a statement, Hafiz Hamdullah questioned the whereabouts of the draft, stating, “Where is the draft of the constitutional amendments that the government wants? It should be made public. JUI-F will not support it until the draft is presented.”

Hafiz Hamdullah further added that even federal ministers claim they are unaware of the constitutional amendments, raising concerns about its origins.

“Delegations from PML-N, PPP, and other political parties are meeting with JUI-F, but how can we blindly support the government without seeing the draft,?” he asked.

The legislation should be in the best interest of the country and its people. If these constitutional amendments are indeed in the nation’s interest, why are they being kept hidden?”

Hamdullah also questioned why the government had not passed the amendments yet, despite claiming to have the required numbers.

“If they have the numbers, why hasn’t the approval been granted? Why were the National Assembly and Senate sessions postponed? It clearly indicates they lack the numbers.”

Hafiz Hamdullah praised Maulana Fazlur Rehman’s role in averting a political crisis, stating that even PTI has acknowledged Maulana’s efforts to push back the ‘assault’ on the parliament.

Putin orders Russian army to become second largest after China’s at 1.5 million-strong

Vladimir Putin Russian Army 2nd largest

President Vladimir Putin on Monday ordered the regular size of the Russian army to be increased by 180,000 troops to 1.5 million active servicemen in a move that would make it the second largest in the world after China’s.

In a decree published on the Kremlin’s website, Putin ordered the overall size of the armed forces to be increased to 2.38 million people, of which he said 1.5 million should be active servicemen.

According to data from the International Institute for Strategic Studies (IISS), a leading military think tank, such an increase would see Russia leapfrog the United States and India in terms of the number of active combat soldiers it has at its disposal and be second only to China in size. The IISS said Beijing has just over 2 million active duty service personnel.

The move, the third time Putin has expanded the army’s ranks since sending his military into Ukraine in February 2022, comes as Russian forces push forward in eastern Ukraine on parts of a vast 1,000 km (627-mile) frontline and try to eject Ukrainian forces from Russia’s Kursk region.

Although Russia has a population more than three times larger than Ukraine’s and has been successfully recruiting volunteers on lucrative contracts to fight in Ukraine, it has – like Kyiv’s forces – been sustaining heavy battlefield losses, and there is no sign of the war ending anytime soon.

Both sides say the exact size of their losses is a military secret.

Andrei Kartapolov, chairman of Russia’s lower house of parliament’s defence committee, said the increase in active troop numbers was part of a plan to overhaul the armed forces and gradually increase their size to match what he described as the current international situation and the behaviour of “our former foreign partners.”

“For example, we now need to form new structures and military units to ensure security in the north-west (of Russia) since Finland, with which we border, has joined the NATO bloc,” Kartapolov told Parlamentskaya Gazeta, the Russian parliament’s in-house newspaper.

“And in order to carry out this process, we need to increase the number of troops.”

Germany expands border controls to curb migrant arrivals

Germany border control, curb migrant arrival

FRANKFURT: Germany will from Monday expand border controls to the frontiers with all nine of its neighbours to stop irregular migrants in a move that has sparked protests from other EU members.

Berlin announced the sweeping measure following a string of deadly extremist attacks that have stoked public fears and boosted support for the far-right Alternative for Germany (AfD) party.

Interior Minister Nancy Faeser on Sunday said that the step aimed to limit irregular migration and “put a stop to criminals and identify and stop Islamists at an early stage”.

The border controls will be in place for an initial six months and are expected to include temporary structures at land crossings and spot checks by federal police.

Poland and Austria have voiced concern and the European Commission has warned that members of the 27-nation bloc must only impose such steps in exceptional circumstances.

Germany lies at the heart of Europe and borders nine countries that are part of the visa-free Schengen zone, designed to allow the free movement of people and goods.

Border controls with Poland, the Czech Republic, Austria and Switzerland were already in place before the crackdown was announced.

These will now be expanded to Germany’s borders with France, Luxembourg, the Netherlands, Belgium and Denmark.

Faeser said the government hoped to minimise the impact on people living and working in border regions, promising “coordination with neighbouring countries”.

The interior ministry however noted that travellers should carry identification when crossing the border.

In recent weeks, a string of extremist attacks have shocked Germany, fuelling rising public anger.

Last month, a man on a knife rampage killed three people and wounded eight more at a festival in the western city of Solingen.

The Syrian suspect, who has alleged links to the Islamic State group, had been intended for deportation but managed to evade authorities.

The enforcement failure set off a bitter debate which marked the run-up to two regional polls in the formerly communist east, where the anti-immigration AfD scored unprecedented results.

With national elections looming next year, Chancellor Olaf Scholz’s government has been under intense political pressure to toughen its stance on migrants and asylum seekers.

Cash-strapped Maldives says no need for IMF bailout

Maldives, no IMF bailout need

COLOMBO: The Maldives says its financial troubles are “temporary” and the luxury tourist destination has no plans to seek an International Monetary Fund bailout after warnings of a possible sovereign default.

Foreign minister Moosa Zameer said the Indian Ocean archipelago, best known for its upscale resorts and celebrity visitors, was pressing ahead with tax hikes to meet its debt servicing obligations.

“We have bilateral partners who are very sensitive to our needs and our situation,” Zameer told reporters in Colombo on Friday night.

“I seriously don’t think it is a time where we will be right now engaging with the IMF… The issue that we have is very temporary because currently we are having a dip in reserves.”

He said tax reforms, along with the rationalisation of state-owned enterprises, would improve liquidity.

Zameer was visiting Sri Lanka along with Finance Minister Mohamed Shafeeq to meet with local central bankers and other officials.

China and India are the two largest bilateral lenders to the Maldives, a tiny nation of 1,192 tiny coral islands in the Indian Ocean scattered across the equator.

President Mohamed Muizzu came to power a year ago on the back of a campaign to evict a small contingent of Indian troops deployed in the Maldives and pursue closer ties with China.

‘Rough patches’

After the removal of the troops, the two nations have mended fences and had “cleared misunderstandings,” Zameer said.

“At the start of our government, we did have some rough patches, you know,” he added.

“We have fantastic bilateral relations with both China and India… Both countries continue to support us.”

China has pledged more funding since last year’s victory by Muizzu, who thanked the country for its “selfless assistance” for development funds on a state visit to Beijing shortly after taking power.

Official data showed the Maldives’ foreign debt at $3.37 billion in the first quarter of this year, equating to around 45 percent of gross domestic product.

China accounted for about 20 percent of the external debt while India owned just under 18 percent.

Zameer’s visit came days after Moody’s Ratings downgraded the Maldives’ credit rating by one notch to Caa2, considered a high credit risk.

Fellow ratings agency Fitch downgraded the Maldives in June, saying that dwindling foreign currency reserves posed a financial risk.

It said the government’s debt servicing obligations, amounting to $409 million this year, would add to severe stress.
